The war between Jews and Arabs has been ongoing for more than 100 years.

It still continues, in one way or another, even while writing these lines.

Similar to the path towards war, the path towards peace is also a walk towards the unknown.

Both the wars and true peace, which have not yet arrived, include everyone, in one way or another.


Each person has their own unique worldview and the right to choose the position that best suits them, and therefore it is possible and allowed to choose between:


1. Complete agreement with the written content.

2. Partial agreement with the written content.

3. Complete disagreement with the written content.


The basic and simplest essence of this document is to present a different approach to the question "what is the right way to cope with the Jewish-Arab conflict", and to create a new public discussion regarding the question "what is the desired future political outline of the Land of Israel".


Since it is intended to be open for discussion, and therefore also for changes, this document will not remain fixed, nor does it intended to predict or determine what tomorrow will be, with respect to the one who ultimately determine the future and to the people who will actually implement it.


Before approaching the question of how to cope with the conflict, the following questions must be asked:


1. What are we fighting for and why?

2. Assuming that most residents of the land, Jews and Arabs, want peace in one way or another, why is there no peace?

3. Although great efforts have been made in the last few decades to resolve the conflict, why is it continuing and even escalating?


These questions are essential for understanding the current situation of the Israeli-Palestinian conflict.


Negative phenomenons, such as crime, corruption, and road accidents, are part of human nature and exists since the beginning of history. It is difficult, not to mention, impossible, to eradicate or to end them, but it is very possible to reduce and to minimize them. Similarly and in this point in time, it is impossible to end the conflict over night, and it is also impossible to manage it calmly without paying its negative outcomes.


The conflict over the Land of Israel is currently being effected by two main perceptions:


A. The active perception - “how to solve the conflict”.

B. The passive perception - “how to manage the conflict”.


Stepping outside of both one dimensional perceptions has the potential for the emergence of a new perception, which is practically a combination of the two: 


C. “How to reduce the conflict” - Perception that focuses mainly on the issue of the path, which combines long term vision, realistic view on the existing present, and re-evaluation regarding what was tried in the past and did not work.


We should get free from the dogmatic perception that demanded the peace now during decades, and at any price, and failed, and also from the fixed perception that does not support initiative or involvement, and worse than that, leaves the initiative and involvement to either foreign interest holders, non legitimate or non representative elements.


Territorial disputes are common in the world. So far, the attempts to resolve the Jewish-Arab conflict came from the premise that this is a territorial conflict, so therefore the solution should be division. In contrast to territorial disputes that came to an end through the partition of territory, in the conflict over Israel, the partition attempts led to more wars and to the escalation of violence. Partition attempts have failed because at its core, the source of the conflict is a clash between determined and contradictory beliefs and ideologies, therefore territorial division will not solve the problem.


The Middle East has laws and rules that are different from those of the West. In our region, peace is given to the invincible.


Throughout history, disputes over religious background have continued for centuries.  These are the bad news.

The good news are that during the last generation, the Information Revolution has entered the daily life, which speeds up and accelerates consciousness processes, and communication tools for the widespread of knowledge, which did not exist in those centuries of religious wars, are the obvious today. The Information Revolution is the most important tool in history for spreading education, awareness and the wider worldview. It can be used to spread lies, foolishness and hatred, and it can be used to spread truth, wisdom and peace.


Reaching a state of consciousness, education, awareness, and broad worldview is so powerful, that quietly and without feeling it, it causes other people to see things from a point of view that they couldn’t see initially.

It is powerful and attractive because it includes the enemy, or the future ally, in the way he identifies himself, as it considers the existing reality, transcends petty concerns and terminology, and respects his intelligence and unique point of view.


The path towards a change of consciousness and to reduce the conflict is more important than trying to determine unequivocally what the country's future political outline will look like, and so it has to be conducted with two compasses: The long-term one, which is aimed at an unknown point in the future and embodies the ideal vision, and the second is the reality in which it is conducted, where there are delays, challenges and obstacles. Therefore, reality tests and situation assessments must be conducted regularly to correlate what is right, here and now, and what is right for the vision compass.


Realistically, consistent with the fact that the war has not yet ended, and by virtue of the sovereign's moral responsibility and obligation to protect the lives of the inhabitants, the path towards true peace does not negate the use of force. However, and as each battle comes to an end, each day is a new chapter and a new beginning, so the possibilities must be kept open and include the wellbeing of the other, especially the wellbeing of the children on both sides - including the enemy’s children and the children who weren’t born yet.


Life are not fixed and are constantly in the process of being formed, and the world is constantly changing and open to changes. The human actions of today have a role in helping to promote tomorrow's change. Peace begins from where one takes responsibility for one's actions and destiny, and creates the connection between matter and spirit toward an idea that is larger than him, aimed towards the future.


With the help of Hashem, the victory picture coming in the future will be greater than the particular desires and interests of each party, for the purpose of a greater vision from both.


This is not about bringing the other side to your side, but bringing him towards something bigger, both from you and him.




The Political Fundamentals of the 10 Steps:




• The Ten Step Jerusalem Evolution is a conceptual alternative to the traditional peace process and the Oslo accords, and is intended for the exclusive involvement and discretion of the residents of the entire Land of Israel.


• The Ten Step Evolution bypasses the international community, the foreign-funded peace industry, and the failed Two-State Solution concept that has distanced peace during the last few decades.


• The Ten Step approach is based on the principle of patience and gradualism, knowing that the long-standing conflict will not end overnight, and from the understanding that the Middle East, unlike the West, has its own unique concept of time and momentum.


• This program reflects a work in progress, and is not a fixed or dogmatic one, but is based on frequent re-evaluation and critical thinking that are consistent with historical facts, emerging realities in the field and the vision for a shared future across the land.


• We reject the notion that non-representative entities and foreign-mediated intervention can bring peace by signing foreign-sponsored agreements.


• The door of The Home is also open to the extremists who were excluded from the negotiations, and especially to those who live the aspirations of their people to the fullest and see the country as one indivisible geographical unit.


• The Home is committed to reviewing any local political plan and supporting any solution approved by a vast and exclusive majority of the residents of the land.


• The Home opposes the division of the land, the separation paradigm and the two-state plan based on the failed model of the Oslo Accords.


• The Home operates with the belief that the Jewish people have returned to the land and that the Palestinians remained in the land as a result of the will of Hashem, for a joint mission that must be clarified.


• The Home retains the right to continue polishing the 10 Step Jerusalem Evolution until the conditions for a final and agreed formula will be clarified.


• Steps 1, 2, and 3 have been implemented in the past and continue to be applied gradually in the present, aiming to build inter communal trust and connections between Arabs and Jews at the heart of the land. These are the steps in which The Home has a direct impact, and through it the other stages will be upgraded in the future.


• The political solution promoted by The Home is detailed in Step 9.

The Ten Steps

Step 1: Thinking and Coordination




Meetings between residents from neighboring and hostile communities, in which a brief round of introduction and coordination of expectations is taking place among all participants, planning future actions, and open discussions on issues related to identity and history, reality from both sides, and conceptual alternatives to the status quo.




These meetings take place everywhere in the land, in cafes and in the homes of affiliates of The Home. Most of the meetings so far have been held throughout Gush Etzion, Bethlehem and Jerusalem, with the aim of supporting and promoting the Jewish communities in Judea and Samaria along with the human rights of the Arabs in the region.


The purpose of this step is to bring people from different identities, opinions and communities, to look at how each one fits together as his ability and skills in the big picture that makes up our overall reality in the land, and to make decisions together in a way that expresses unity from a place of difference, not uniformity.

Step 2: Cleaning The Hate 




Actions to build trust between residents and communities across the land, and establishing relationships through common action, based on respect between human-to-human and human-to-land. The actions are done together and also in parallel, to express the differences and uniqueness of each culture and community.


CTH is the main initiative of The Home. The activity is aimed at creating a clean environment and lowering the hostility between people and communities, and on the basis of unity for the greater good of all its various components - the nature, the homeland or the Holy Land, which we, in various communities and places, treat as a garbage site.




"Cleaning The Hate" is a combination of a joint activity for the land, based on respect between human beings and the land, building trust between people from different or hostile communities, and education for environmental awareness, in a modest way and almost without financial investment.


Some clean for the love of the motherland.

Some clean for nature and the environment.

Some clean for the sanctity of the land, Jerusalem and the Temple Mount.


Whatever the reason, we are doing something together for something bigger than all of us.


It is a right to live in the Holy Land, so it is a must to treat it accordingly.




The Solomon Trial: The woman who chose the child's division failed to argue for the right to motherhood.

The Home Test


• People have no right to claim that the land is their home as long as they treat it as a dumpster.

• No one has the right to complain about the reality as long as they do not take responsibility for the purpose of making the land a cleaner and better place for all its inhabitants.

• If you choose to boycott or resist the cleanliness of our home - it is probably not your home.

9. I will hear what God Hashem will speak; for He will speak peace unto His people, and to His servants; but let them not turn back to ignorance.

Step 3: Freedom of Expression




Meetings with public figures, religious and community leaders, and activists from various organizations, and public discussion through lectures, conferences and the social media, with the aim of promoting an inclusive process of clarification regarding history, identity, realities on the ground and perceptions for possible alternatives to the status quo.


The Home encourages freedom of expression, discussion culture, and freedom of information, especially exposing the different pieces of the puzzle and bringing them to the same room for shared thinking. For this purpose, along the way, two types of public conferences were initiated:


1. New Generation - New Conversation: Providing a platform for residents and activists from different organizations, and from all backgrounds and locations in the land.


The idea of ​​these conferences is to put the stage at the disposal of ordinary people, especially young people who are not public figures, and to give them the tools and experience to speak to different opinion holders, and to develop up their potential to become public opinion leaders in the future. The stage at these conferences is open to anyone and for every opinion, and the discussion is divided into three main parts:


A. Past (History and identity related issues)

B. Present (Issues related to the realities on the ground and the current speaker’s activities)

C. Future (Issues related to conflict resolution ideas, whether to those that have already come up for public discussion or for those that have not yet been discussed)


2. From Echo Chambers to Open Discussions: Conferences and panels that include public representatives, personnel who served in security establishment, and academics from across the political spectrum.


Half of the conference time is devoted to questions and answers from the general public.


The idea of ​​these conferences is to provide a platform for experts and public figures from various fields, whether Knesset members, former military personnel, scholars, heads of organizations and well known activists, to better understand various issues related to the conflict, and, in particular, to bring opinions that are not usually exposed or discussed in the traditional peace industry organizations.

In the personal dimension, the meaning of the word "truth" is complex because each individual has his own different and unique truth. One way to find out where the truth is, is to challenge people of different conceptions to expose it to those who oppose, or are supposed to oppose, their truth, and there we will also find the people who are on the enlightened side of freedom of expression. True democracy is not only reflected in a ballot once every 4 years. True democracy is manifested mainly in individual freedoms - freedom of speech, freedom of choice and equal opportunity. Having a certain opinion that refuses to take part in a public hearing or confiscates a debate with his or her own opinions, exposes the weakness of their argument. If one bases his position on past facts, belief in present-day righteousness and a positive vision for the future as a whole, and is still received in hatred and boycott countermeasures, the opposition comes from a place of ideological weakness, and clarify that the others are on the wrong side of freedom of expression, and therefore, on the anti-democratic side.


In order to find out and understand the ideological background of the other, a discussion based on listening and mutual respect must be produced, and without any obligation to agree with everything said. Whether we agree with the other or not, does not mean that we have to give up the values ​​that are important to us against the enemy or the future ally. As in the process of building alliances, the important thing in discussing with the opponent is the possibility to identify the points of agreement and build a big picture that contains at the same time the essential contradictions and disagreements, and to allow the time and the process to clarify as they proceed together.


Those who live the bitterness of the past will remain weak and stuck. Although it is important to draw on historical facts, efforts must be made with regard to the present and future and not to focus only on issues related to terminology and past injustices, which no one can change.


The desired by-product of the big future image building process is the reinforcement and shared empowerment of the vision for the larger of all the various parts that make it up, and logically as in a puzzle game: First, all the different parts must be assembled, and then find out which parts fit the frame and which fit the center. The harmony will emerge as the diverse and different pieces that make up the puzzle of life in the land will naturally understand their role and place in the complete picture.

Highlight regarding steps 1, 2, and 3 and their purpose:




The first three steps are the tactics and the practice. They are designed and made simple and inexpensive, in order to make the process itself as natural as possible and not material, artificial or forced, and also to act in the opposite way to the traditional peace industry organizations, which have received millions of dollars over the decades without being able to produce any real results. The Home believes that as these steps take place, expand and grow, the regulation processes between Jews and Arabs and various issues related to freedom of choice and expression, that are essential for the beginning of the process, will increase, and so the chances for the success and the emergence of peace based on truth and justice.

Step 4: Environmental Rehabilitation And Development




Promoting environmental projects in Judea, Samaria, the Dead Sea and Jerusalem, and creating jobs for Arab and Jewish residents in the area.


Creating a process for regulating inter-community relations based on concentration of efforts towards a common non political goal, with an emphasis on the nature and the environment in the land we all share, whose pollution affects equally the Arab and Jewish neighbors.

15. And Hashem God took the man, and put him into the garden of Eden to work it and to preserve it.




Aside from developing environmental awareness and the restoration of shared living space, the idea at this stage is also to challenge decision makers through a public call to collaborate on an issue whose vitality is agreed and accepted by both the Jewish and the Arab residents.


In the struggle for consciousness, elements that will oppose or sabotage these ventures will turn out to be hypocritical and illegitimate, since those who claim rights to the land on the one hand, but on the other oppose the preservation of nature, the environment and the land - are as same as the fake mother from the Solomon Trial.

Step 5: Peace at Home




Prior to peace with the neighbors, promoting a process of building communal responsibility and consolidating internal division separately in the Jewish-Israeli and the Palestinian-Arab society, as a milestone for the next steps.




Book of Proverbs, 3


27. Do not withhold good from whom it is due, when it is in your power of thy hand to do it.

21. And you shalt provide out of all the people able men, such as those who fear God, men of truth, who are hating unjust gains; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

22. And let them judge the people at all seasons; and it shall be, that every great matter they shall bring unto thee, but every small matter they shall judge themselves; so shall they make it easier for thee and bear the burden with thee.

Without first having peace at home, the chances of peace with the neighbors will remain low.


Communal responsibility between neighboring and hostile communities is a process that needs to start and grow from the bottom up, and uniquely, internally and separately within the various communities, and finally in joint coordination between representatives of the Jewish and Arab communities. In other words, building trust between individuals must be the beginning, then continuing with groups of residents from neighboring communities and heads of local authorities, and finally with the representative and legitimate political echelons. Prior to mutual responsibility between Jews and Arabs, it is necessary to build communal responsibility within the two populations, separately and simultaneously.


The internal Palestinian conflict is greater in intensity than the Palestinian-Israeli conflict.


A people's consciousness is mainly examined by the degree of mutual bonding between the parts of which it is composed. The level of mutual bonding will rise, but only temporarily, in times of crisis, the appearance of an enemy and at a time of war. In the routine, mutual bonding is examined at the level of stability, systemic prosperity and public readiness to function within the framework of a recruited society for a united effort.




From the emergence of intra-communal cooperation, lowering the level of hatred and hostility among neighboring communities, and the coordination and thinking of their representatives, will be designed and shaped the more complex and more advanced political steps of the Ten Step Evolution (steps 6, 7, 8, 9 and 10), and in alignment to the ten political guidelines of The Home, detailed in Step 9.

Step 6: The Right to Choose 




Referendum on the political outlines agreed upon by the communities operating in the organization (Step 9), their commitment and their approval by meeting two conditions:


1. Legitimate and representative leadership.

2. Majority that represents broad consensus.

Any political outline that has implications for the entire fabric of life in Israel must receive the approval of its residents and its implementation by a legitimate leadership and representation chosen by most residents of the country.


• The Palestinians have not participated in elections since 2006.

• Since 2006, 6 election campaigns have been held in Israel.

• In the State of Israel, there has never been a referendum on a process that defines the political future of the land.


Regardless if the answer will be "for" or "against," holding a nationwide referendum is the only way to know for sure the will of the people, in a way that leaves no room for doubt.


In principle, the political outline must be widely accepted by more than 70% of the country's residents, so the bulk of the message should be directed to the largest common denominator, and not only to marginalized groups, without secluding any group from the process itself.


The outline must reach the approval of the residents of the land prior to the implementation of the other stages and in conjunction with the values ​​of individual freedoms and freedom of expression, while incorporating transparency in relation to the overall process, and without external involvement.


Despite the goodwill and willingness to help, and based on past experience and failures of previous peace processes, the results clearly show that foreign political interventions in our country have a tendency to distort the healthy dynamics that should naturally emerge among the inhabitants of the country. Therefore, foreign interests holders should be excluded from the process, whether decision makers, intermediaries, or observers.


The residents of the country have the exclusive right to choose and influence what their future will look like - the duty of the political leadership is to implement the decision of the public which it has chosen to represent them.

Step 7: Diplomacy - Local, Regional and International Recognition



1. Official and public meetings in Jerusalem of representatives of the Israeli government and the Knesset, with representatives of the elected Arab leadership.

2. The sending of official diplomats to Israel by all Arab League countries, all Islamic countries and the international community, and official and public recognition of the State of Israel and the Palestinians as part of Israeli sovereignty.

3. Ending US military funding to Israel and transferring it to rehabilitate the Palestinian infrastructure.

4. The Gaza Initiative (appears in the Appendices).


**** Gradual implementation of Step 7 will begin after Step 6. Full implementation will be completed after Step 10.


Since a regional alliance is a necessary condition, a guarantee for the continued implementation of the next steps, and the success of the Jewish-Arab Alliance, the refusal of one of the following factors - the Israeli leadership, the local Arab leadership and the conduct of all Arab and Islamic states to step 7, will lead to the suspension of the remaining stages.




Book of Isaiah, 11


6. And the wolf shall dwell with the lamb, and the leopard shall lie down with the kid; and the calf and the young lion and the bull together; and a little child shall lead them.




• There cannot be true peace between Israel and all Palestinian-Arabs without full and complete true peace between Israel and all Arab and Islamic countries.

• There is no justification for Arab or Islamic hostility towards Israel when the Palestinians themselves are no longer it’s enemies, and moreover, in the process of being part of it.

• Assuming that the local Arabs themselves have already accepted the political outline (Step 6), no Arab or Muslim state, including Iran, will have any justification to deny the existence of Israel and the implementation of the Jewish-Arab Alliance.

• In maintaining respect for its identity and interests, along with respect for the identities and interests of its neighbors, the alliance between the State of Israel and the Arabs of the land must be utilized for the purpose of an overall regional alliance. Without the commitment of the Israeli government to the Declaration of Independence, the vision of the prophets of Israel and the universal message of the people of Israel, it will be brought to clarification, and especially to the Israeli public, that the State of Israel is not true to the core values ​​of the Jewish people - the Torah of Israel.

Step 8: Political Trust Building Measures




Depending on the situation and the conditions on the ground that will develop as a result of the previous stages, the implementation of reciprocal political measures and the establishment of a formal political reconciliation conference.


Palestinian steps towards Israel:


1. Construction of synagogues in the major Arab cities in Judea and in Samaria and opening them for use for Jews.

2. Restoration and opening of the ancient synagogue in the Rimal neighborhood in Gaza.

3. Complete cessation of incitement against Israel and the Jews.

4. Gradual demilitarization of the Gaza Strip.

5. Gradual termination of violent resistance.

6. Gradual release of Israeli civilians and return of bodies from Gaza.


Israeli steps towards the Palestinians:


1. Demolition of Arub refugee camp and rebuilding it as a modern and environment friendly community for the Arabs.

2. Construction of a memorial site for the Arab victims of the War of Independence in Lod.

3. Gradual termination of the closure over the Gaza Strip.

4. Gradual dismantling of the separation barrier.

5. Gradual removal of the checkpoints in Judea and Samaria.

6. Gradual release of Palestinian prisoners of war and the return of bodies from Israel.


Establishment of a reconciliation conference to include the following three topics:


A. Planning the details of the political outline (Step 9).

B. Acknowledgment of the historical wrongdoings towards the other.

C. In condition with accepting the political outline - pardon for the political, military and warriors on both sides.


**** Gradual implementation of Step 8 will begin after Step 7. Full implementation will be completed after Step 10.

Any sabotage attempt will result in the suspension of the rest of the steps, calibration, and new count of 12 months of silence, and a reassessment at the end.

Step 9: Defining the Jewish-Arab Alliance and Restoring Israeli Sovereignty




Book of Leviticus, 25


23. And the land shall not be sold in perpetuity; for the land is Mine; for ye are strangers and residents with Me.

The Jewish-Arab Alliance will incorporate, integrate, and implement the humane, national, and spiritual aspirations of the Jewish people, along with the diverse communities, cultures, and identities of the Land of Israel, and in accordance with the political principles of The Home. The joint victory will be expressed by the Jews and the Israelis experiencing it as the restoration of Israeli sovereignty to the Land of Israel, and the Palestinians and the Arabs experiencing it as one democratic state between the river and the sea.

This program, which was developed by Dr. Mordechai Kedar, offers for approximately two million Palestinian Arabs in Judea and Samaria to become citizens of eight independent city states, based on the prosperous and successful United Arab Emirates model in the Gulf. These city states are: Hebron, Bethlehem, Jericho, Ramallah, Tulkarm, Qalqiliya, Nablus and Jenin.




Background and introduction


Today, the State of Israel faces three major threats: the possibility of a nuclear Iran, over 100,000 missiles and rockets from three different directions (Gaza, Lebanon and Iran) and the plan to establish a Palestinian state under the "two-state solution". The first two military threats seem self-evident, but why does the "two-state solution" jeopardize Israel's existence? After all, this was and still is the main and only peace plan placed on the political negotiating table in Israel and in the international community, along with a variety of peace initiatives and international roadmaps. In reality and the test of results, this plan and its underlying thinking led to the opposite results for peace.


The creation of an artificial Palestinian state, which requires the removal of Jewish families from places where there is no Arab population, will lead to the creation of indefensible borders from the Jewish state. The supposed moderate elements in the Palestinian Authority and Fatah are interested in a Palestinian state as an intermediate step on the path to the elimination of Israel, and they are not even trying to hide their intent. Hamas remains firm in its opposition to any agreement that recognizes Israel as a state, because according to the organization's view, Israel as a Jewish state has no right of existence even over a square inch. Any proposal for a unification between Hamas and Fatah entails a risk of increasing the threat to Israel and the Jewish people. Hamas's aggression against Israel is coordinated with Islamic Jihad and its main patron Iran, in addition to the Popular Resistance Committees and other terrorist organizations operating in and out of the Gaza Strip.


The Arab Spring led to a less stable Middle East. Israel cannot afford the world to dictate a policy that will make it more difficult for the Jewish people to survive in the land of our ancestors. Israel must initiate an independent solution to address human rights and the welfare of Palestinian Arabs, as well as the Palestinian national movement and military jihad. The lack of decision and action only invites foreign involvement.


Before the establishment of the State of Israel in 1948, the Land of Israel was under the occupation of the British Mandate. The Jews, who maintained a continuous presence for more than three millennia in the country, often referred to as Palestinians from the early 1920s to the declaration of Israeli independence in 1948. Two examples proving this important distinction: The Palestine Post, founded by An American Jew in December 1932 under the British Mandate and supported the effort to establish a Jewish state in the Land of Israel. In 1950, two years after the declaration of independence of the State of Israel, the paper changed its name to the Jerusalem Post. In addition, what began as the "Palestine Symphony" is now known as the "Israeli Philharmonic Orchestra."


The Arabs who emigrated to Palestine in the late 19th and early 20th centuries, in order to work, live and prosper among Jews, did not want to be recognized as Palestinians until it became an effective tool for their resistance to the Jewish state. In 1964, the PLO was established and created a new Palestinian national identity from the Arab-tribal identity that existed until that time.


Historically, there has never been a Palestinian-Arab or Islamic state with a capital in Jerusalem. The capital of Jund Falasteen (Palestine District) under the Arab occupation in the seventh century was the city of Ramle, about 30 km west of Jerusalem. It is very important that this historical truth will be recognized as the basis for peace.


There is no occupied territory west of the Jordan, there is land that is in dispute as a result of wars forced on Israel by the Arab states. Today, Arabs live within the State of Israel, Gaza, and Judea and Samaria. These Arab population concentrations are here to stay, as is the State of Israel.


Gaza is already a sovereign entity, because Hamas took it by force from the PLO in June 2007, thereby splitting the Palestinian Authority into two separate and hostile entities. If Israel is forced to leave Judea and Samaria as part of a peace agreement, it is very likely that the more militant Hamas will take over the current PA/Fatah rule, as it was done in Gaza, whether by elections (as already happened in January 2006) or by force (as happened in Gaza in June 2007). No one can guarantee otherwise.


Due to the sectarian division into local tribalism and patriotism, a united and cohesive political unit is unlikely to be formed form the centers of the Arab population in Judea and Samaria or Gaza. The PA/Fatah and Hamas do not represent the true aspirations of most peace-loving Arabs who want a better future for their children in traditional and local family governance. Therefore, the two-state solution is prejudiced for failure and its future is to be thrown into the dustbin of history.


Artificial states such as Syria, Iraq, Libya, Sudan and Yemen, as well as the Palestinian state if established, need to find and nurture an external enemy as a means to unite their inhabitants. This is also the reason why Hafez al-Assad, Syria's president, an artificial country created by the West, did not join Egyptian President Anwar Sadat at Camp David in 1978. Assad did not need the war, but he had to maintain the status of war with Israel in order to maintain his illegitimate rule. And so, though he could get the Golan from President Jimmy Carter, he preferred to leave it occupied by Israel. The same will apply to the Palestinian state. Since it is an artificial state, it will have to maintain the State of Israel as an enemy in order to produce unity under its illegitimate flag and divert internal criticism from its rulers.


General principles and guidelines for the Emirates Plan:


Successful Arab leadership must be independent, local and well-rooted, with a traditional and homogeneous sociological basis. Israel and the world must recognize and support local leadership in the centers of the Palestinian Arab population, which seeks to have sustainable peace relations with Israel as an independent city states. Because of ongoing corruption and an open agenda against Israel, the PA/Fatah and Hamas leaders have spent almost half a century in a futile attempt to destroy Israel and all its citizens.




The Principles of the solution:


The PA: The PA should end its role and transfer power to the local large families. Because tribalism remains alive and well among the Judean Arabs, in order to replace the PA with an Arab political structure whose chances are for a lasting peace and life alongside Israel, the social and cultural structure of the residents must be taken into account. In other words, the successful Middle East model, such as the UAE in the Gulf, should be adopted, not the failed modern Western state model, such as Iraq, Syria, Lebanon, Sudan and Yemen.


Gaza: Gaza must be treated as a state regarding everything, much like any Palestinian Emirate in Judea and Samaria. Gaza has its own governing institutions, borders, military, police and judiciary. The State of Israel knew how to live with enemy countries for a long time.


Cities of Judea and Samaria: The eight city states will include the areas of Jenin, Nablus, Ramallah, Jericho, Tulkarm, Qalqiliya, Bethlehem and the Arab part of Hebron. Hebron has the highest potential to be the first Emirate established, under the rule of the families of Tamimi, Kawasma, Jabri, Natshe and Abu Snina. The jurisdictional boundaries of the Emirate of Hebron can also include Yatta and other nearby Arab cities and villages. Local residents will become citizens of the eight independent Emirates. Any competition agenda that seeks to sabotage the development of the Palestinian Emirates will hurt the future of economic and civic opportunities for the citizens of the eight independent city states, so the chances are that the ruling families will successfully confront any cause, internal or external, that will try to undermine their government and their interests. The Palestinian Emirates will be able to conduct a federal union between them if their residents are interested.


The rural area: Israel will restore its sovereignty to the rural area of ​​Judea and Samaria, offering Israeli citizenship and residency to Arabs living in these territories.


Interaction with the State of Israel: Each Emirate will separately deal its affairs with Israel on issues such as water, electricity, transportation, access to the sea, to Ben Gurion Airport and to Jordan.


Refugees: The situation of the Arab refugees can only be resolved if there is stability in the area. During the 1948 war, hundreds of thousands of Arab residents fled and were expelled in preparation for the Arab states to attack on Israel. At the same time, more than 800,000 Jews fled and were deported from neighboring Arab countries, most of them absorbed and successfully rehabilitated in Israel. Arab refugees have since been discriminated against by Arab states in the region, along with UNRWA's corrupt policies, so that not one Arab refugee has ever been resettled. Former UNRWA director in Jordan, Sir Alexander Galloway, said: "The Arab countries do not want to solve the problem of the Arab refugees. They want to keep it as an open wound ... as a weapon against Israel." The clear failure of peace initiatives, which have been based on false assumptions for so many decades, only perpetuates the problem of the Arab refugees and human suffering.




The Palestinian Emirates program is a viable alternative based on the Arab sociology of the tribes in Gaza, Judea and Samaria. Unlike the plan to establish a Palestinian state, this initiative is more likely to bring stability, respect, freedom, security and prosperity to the Judea and Samaria Arabs, and pave the way for a lasting peace between Israel and its neighbors.

Seventh work premise: The results of the disengagement from Gaza from an Israeli initiative have resulted in harsh security realities and Hamas rule in the Gaza Strip. About half a million Israeli Jews live in Judea and Samaria. Subsequently, Israeli and Palestinian Authority residents will be offered two routes for parallel and separate progress in establishing the cantonal framework:


1. The Israeli Track for the Transition from a Spatial Municipal Council to a Canton Status: At an advanced stage, each Spatial Municipal Council will operate at local, regional, and national levels to obtain a statutory status of canton that will enable the maximum and best realization of the canton vision, without bureaucratic government involvement that would impose different types of restrictions and regulation that would prevent and make it hard to realize the vision of the canton as a whole.

If necessary, spatial councils will be organized as a broad public framework that operates and conducts a public struggle to anchor constitutional statutory status for the cantons in a regional government level, between the central government and the local government, which oversees the development of Israel in its entirety.

This activity will be done while encouraging more and more residents in all the localities to take an active part in discussions to formulate the canton vision, the approval of the vision and its promotion.


2. The Palestinian route for the establishment of cantons of Palestinian communities in Judea and Samaria: The creation of cantons of Palestinian communities in Judea and Samaria will be done through the process of formulating, designing and converting Palestinian suburbs currently operating within the Palestinian Authority, according to Dr. Mordechai Kedar’s Emirates Plan. Later, the door to each canton will be opened in separate negotiations to join the State of Israel as a full canton.

Acceptance of Palestinian cantons to Israel will be conditional upon:

Citizenship of Palestinian residents of Eastern Israel and eligibility for social security contributions: As soon as each Palestinian canton joins the State of Israel, every resident of over 18 years of age will be given an Israeli cantonal residency. Obtaining a cantonal residency certificate for every Palestinian in each canton will be conditional on non-membership in the terrorist organizations.

Any subject of a cantonal residency certificate will be equal to Israeli law, entitled to the National Insurance Institute's fees, health services, education and welfare, and the opportunity to live, study and work anywhere in Israel.


Providing full citizenship to Palestinians who have a cantonal residency: All Palestinians holding Israeli cantonal residency certificate in any of the Palestinian cantons, who would be willing to define themselves as Israeli citizens and take part in one of the civilian duties in Israel (choice between IDF service, Israeli police service and national service), may apply for a full Israeli citizenship certificate. A full Israeli citizenship process can take up to 12 years.

These funds will be used exclusively to finance the National Insurance Institute's payments to Palestinians who carry an Israeli cantonal residency certificate, residing in Judea and Samaria.

A. The Background


The status quo, that was created since Israel's withdrawal from Gaza and the Hamas takeover of the Gaza Strip in 2006, continues.


While the Israeli system, on a general level, is succeeding and continuing to prosper economically, militarily and diplomatically, the Palestinian system in the Gaza Strip, led by Hamas, is a clear managerial failure that is in a state of constant collapse and weakening.


Those suffering from the situation are the Israeli residents of the Gaza envelope, family members of captive IDF soldiers and captive Israeli citizens, whose fate is unknown even at the time of writing, and the Palestinian residents of Gaza, many of whom were born after Israel's withdrawal from the Gaza Strip.


In the face of reality today, the main questions that require clarification and public discussion are:


• Is Hamas pragmatic and interested in the welfare of the Palestinians?

• Is the Israeli government working hard enough for the Israeli residents of the Gaza envelope and for the release of soldiers and civilians who are inside the Gaza Strip?




B. The Introduction


Israel must begin and initiate a diplomatic move against Hamas, which, even if it does not succeed, will clearly convey the message to the Palestinians, Arabs, the peoples of the region and the international community, that for Hamas, it is more important to continue to maintain its status in the Gaza Strip through its struggle and hatred for Israel than to care for the wellbeing, the rights and quality of living of its own inhabitants.

Even if this diplomatic initiative fails, Israel will be more likely to receive public support to unilateral moves on various issues related to the Judea and Samaria Arabs and Hamas, both within and outside the international community, and possibly also to gain legitimacy from the Palestinian residents of Gaza and the land.


The proposed move is based on a conscious assumption that Hamas will oppose an initiative designed to improve the quality of life of Gaza residents today, rather than to accept and benefit them, all in the name of preserving the zealously and pride of the organization, which acts more as a branch of the disintegrating Arab nationalism and global Jihad on the Land of Israel, and less as a legitimate representative who should serve the public, which he was not elected by since 2006.




C. The Clarification


Israel must seize the opportunity and bring Hamas into a trap of consciousness, with the chances that Hamas will come out from with the downer hand:


Hamas Organization:


• If Hamas accepts the proposal, it will deviate from its ideology and cease to be Hamas.

• If Hamas refuses the proposal, it will be clarified, especially towards the local population in Gaza, that the organization lacks credibility and does not see the immediate needs and welfare of Gazans as a supreme interest, and therefore cannot function as a sovereign.


Government of Israel:


• If it fails or succeeds, Israel will come out on top regarding consciousness, morality and diplomacy - both towards the Arabs and Palestinians in the Land of Israel and to the peoples of the region and the world.

• If the Israeli government does not initiate the move and accepts no responsibility for what is happening in southern Israel and in the Gaza envelope communities, and does not act to retrieve IDF soldiers and Israeli citizens within Gaza, it will be made clear to the citizens of the State of Israel that the current government does not serve the national interest of the State of Israel.




Hamas head in the Gaza Strip, Yahya Senwar (08.2019): "It is true that we want to prevent war as much as we can, but we produce rockets, excavate tunnels and train the young. We will not give up on this mission despite the hunger and siege."


Yahya Senwar, like most of Hamas senior leaders, will refuse the initiative and will do as much as he can to impede it by imposing unreasonable conditions that do not match the power relations between the parties, and will therefore fail the leadership test with its people.


This initiative is aimed at preventing war as much as possible, not binding its implementation with a change in Hamas policy on the issue of Gaza demilitarization, and committed to rehabilitating the Gaza Strip, the prosperity of its residents and opening its doors. Hamas's expected refusal to accept it will make it clear to Gazans and Palestinians in Judea and Samaria what has been clear in Israel for years, that the Palestinian leadership is not credible and more importantly, favoring its own good and ideological pride rather the wellbeing of its residents and their freedom.


The following questions will be raised here:


1. Is the Palestinian leadership more interested in war against Israel rather than in the human rights and wellbeing of the Arabs in the land?

2. How much does the Palestinian leadership represent the Arabs of the country?

3. Is there any leadership on the Palestinian side?




D. Official and Public Israeli Message to Hamas Leaders


The Israeli Prime Minister, or any minister in the government, will call for a press conference in which they will officially invite Hamas leaders in Gaza and abroad, Yahya Senwar and Salah Aruri (Hebrew speakers) to the Israeli Knesset in Jerusalem, for a serious discussion, which without it, the following issues will not be implemented:


1. Construction of a modern seaport for the wellbeing of the residents of Gaza.

2. Construction of a modern power plant.

3. Construction of water desalination facilities.

4. Expanding fishing space.

5. Developing a maritime Riviera and free trade zone on the Gaza coast that will create thousands of jobs.

6. Under the supervision of the Shin Bet, the granting of work permits in Israel to some 40,000 workers who will prove that they do not belong to the terrorist organizations in the Gaza Strip.

7. Full opening of Rafah crossing to Egypt.

8. Returning of the bodies of IDF soldiers Hadar Goldin and Oron Shaul HYD in exchange for all the terrorists' bodies in Israel, and the release of Abra Mengistu, Hisham Sha'ban a-Sayyid and Juma'a Ibrahim Abu Anima in exchange for the release of 30 terrorists, with no blood on their hands, to be deported to Gaza.


• The Israeli government representatives will announce the initiative at a press conference, to show official commitment and willingness - thus introducing Hamas to the response space.

• Hamas will be given 40 days to respond to the decision. Should they respond negatively and take a violent response, the State of Israel will be able to take targeted military actions against Hamas leaders and all its infrastructure in Gaza, while minimizing harm to the uninvolved residents.

• If Hamas agrees, the way to implement the following two steps will be opened:




E. Israeli Recognition of Gaza as a Sovereign Emirate


In correlation with Dr Mordechai Keidar’s Emirate Plan, Israel will recognize Hamas’s rule in the Strip as a state, as detailed in Step 9 of the 10 Step Evolution.




F. Gaza Referendum


After the Israeli recognition, the new political outline will be brought to the confirmation of the residents in the Gaza Strip, in a democratic referendum. Hamas regime in Gaza will become a union of Emirates that will be administrated in cooperation between the local tribal leaders, Fatah and Hamas. The Gaza Strip will become three independent city states that will be responsible for all areas of life in the Gaza Strip, and will be able to manage their foreign affairs with Israel, Egypt, and the international community as separate units or as a federal union, in correlation with Aryeh Hess’s Canton Project, as detailed in Step 9 of the 10 Step Evolution.




G. Highlights


• Giving 40 days to the Hamas leadership's response will allow a reasonable amount of time for Gaza residents to express their views on the matter, and to clarify the issue in the Israeli public discussion.

• The principle of "Saber" (صبر = patience, perseverance), which Hamas advocates, is used to advance its political aspirations, at the expense of the wellbeing of the Gaza residents. Israel, which is in a position of strength and continues to strengthen, can afford much more patience than Hamas.

• This is not a peace plan, but an initiative to restore the socio-economic status of Gaza residents and a humane solution to the plight of Israeli families. Only after the start of the Gaza Strip reconstruction process, it will be possible to start talking about real peace issues.

• The Israeli government will provide guarantees for the security of the Hamas delegation through the Egyptian embassy.

• The move to rebuild the Strip will be carried out as part of a truce of at least 4 years.

• The funding for the deal will be transferred from any country that would like to assist Gazans, with full transparency and with the international community and through Israeli oversight.

• Israel can afford such deal even without demanding a total demilitarization of the Gaza Strip as a precondition, since its military superiority is not in doubt for the foreseeable future. In order to prevent any possibility of Hamas military buildup and risk to Israeli sovereignty, the deal must include strict inspection and security mechanisms that will be under full Israeli control.

• The naval port will be under full Israeli security control (the Navy, the Israeli Police and the Border Police) and the joint administration of Palestinian, Israeli and Egyptian officials.

• Any attempt to sabotage or rocket fire from the Gaza Strip will respond to a complete halt and delay of the rehabilitation of the Gaza Strip for 3 months, and a reassessment of the situation at the end.
